In brief

Financial institutions have different mixes of fees, financing, asset supplies and exports. Recovery follows correct classification and supported cost use; approval, annual reconciliation and capital monitoring answer separate questions.

VAT for a bank, financier, insurer or fintech requires an analysis of its actual supplies and costs. Some activities produce exempt financing; others produce taxable fees, genuine asset sales or qualifying zero-rated exports. The institution’s name does not determine its recovery percentage, and a larger percentage is not evidence of a better legal method.

This guide connects Article 29’s classification framework to Articles 49-52 and the relevant ZATCA examples. It provides a review sequence and links to the detailed analyses. It does not assume that every financial institution has the same mix of supplies or that every proposed change produces recurring cash savings.

Start with supplies, roles and customers

Article 29(1)-(2) generally exempts the financial services it covers unless their consideration is an explicit fee, commission or commercial discount. Paragraph 5 illustrates implicit-margin arrangements. Qualifying Islamic finance, specified securities and life-insurance/life-reinsurance contracts have specific provisions in paragraphs 3-8.

The Financial Services Guideline, second edition, May 2026, section 4.1, pages 15-16 distinguishes a principal earning an implicit margin and assuming financial risk from a fee-earning intermediary. Explicit consideration can be a fixed percentage. An accurately calculable financing return is not automatically an administration fee.

Official example. Section 4.1, Example 5, page 16, gives Al Madinah Bank’s mortgage interest and separate SAR 220 annual administrative fee. ZATCA exempts the financing interest and taxes the administration service. The independently calculated VAT on that fee at 15% is SAR 33. The exemption guide and income map explain the specific categories and qualifications.

Asset finance and insurance can change the expected answer

For financing, distinguish a money-loan principal flow from an actual supply of equipment, a car or other goods. In Financial Services sections 4.2.6 and 4.2.9, pages 24-27 and 32-35, temporary-possession financing facts and genuine asset-transfer structures receive different treatment. A car Ijarah can contain a taxable asset supply and exempt financing. Current property-transfer exemption also has a separate basis.

For insurance, Article 29(7) concerns life insurance and life reinsurance; general reinsurance is not covered merely by the word reinsurance. Brokerage is separately assessed even for life policies. The Insurance and Reinsurance Guideline, third version, May 2026, section 3.1, unnumbered example, pages 7-8 distinguishes an exempt SAR 50,000 life premium from a separate SAR 2,000 issuance fee bearing SAR 300 VAT. Distinguish that separate fee from the qualifying contract consideration protected by Article 29(7); unresolved fee structures require clarification.

Bundled products require a single/multiple-supply assessment before allocating consideration. The margin and product-structure guide explains why not every invoice line determines a separate supply and not every package must be split mechanically.

Check exports and the actual beneficiary

Domestic exemption is not an answer for every international supply. Financial Services section 7.5, pages 49-50 expressly recognises qualifying zero-rated exports, including services that would be exempt domestically. The Non-GCC Services Guideline, fourth version, May 2026, section 4.3, Example 1, page 12 illustrates this with life insurance for a qualifying non-GCC customer, subject to the exceptions.

Establish the actual customer, relevant establishment, direct benefit and applicable place-of-supply/transitional rules. The related beneficiary’s full input-deduction condition is service-specific; a VAT number alone is insufficient. The customer’s or its employees’ own direct benefit while present in a Member State is treated differently in sections 5.3-5.3.2, pages 19-26 of that guideline.

A foreign group contract or invoice address is therefore a starting document, not proof of zero-rating. Keep the deliverables and who receives them with the contract. Mere contact with a Saudi affiliate does not, by itself, prove direct benefit either.

Allocate costs before calculating shared recovery

Apply the Article 50 restrictions and non-economic-use analysis before Article 51 attribution. Then identify costs exclusively and directly used for qualifying taxable supplies, costs exclusively used for exempt supplies and eligible shared economic costs.

Cost poolTreatment, subject to the underlying conditions
Direct qualifying taxable useFull input entitlement; evidence and restrictions still matter.
Direct exempt useNo input deduction under Article 51(2).
Eligible shared useApply the applicable proportional method.

Official example. In Financial Services section 8.5.1, Example 23, page 57, a SAR 1,000 computer plus SAR 150 VAT is intended exclusively for taxable safe-deposit-box activity. ZATCA permits the SAR 150 deduction before the supporting software becomes operational. A bank-wide percentage is not substituted for the asset’s exclusive intended taxable use.

Do not assume every IT, payments, advisory or premises invoice is directly taxable from its cost-centre name. Actual shared systems need a supported attribution analysis. See input entitlement, restrictions and apportionment.

Use the statutory fraction and reconcile annually

The ordinary Article 51 default uses previous-calendar-year qualifying taxable supplies divided by taxable plus exempt supplies, with geographic treatment and exclusions. New registrants use the applicable current-year estimate. The final return for the calendar year compares the relevant deduction with actual annual values.

In Financial Services section 8.6, Example 24, page 61, Saudi Money Bank has SAR 400,000 fees, SAR 600,000 exempt interest and SAR 3.5 million new loans. The loan principal is excluded, giving 40%. Direct taxable input VAT of SAR 22,500 is deductible; exempt-only VAT of SAR 9,000 is denied; shared VAT of SAR 30,000 gives SAR 12,000. The resulting total is SAR 34,500, independently derived.

Do not replace that sequence with a percentage applied to all purchase VAT. Nor should all securities notionals, sales proceeds or cash movements be inserted by default. Actual supply values and capital-asset/other exclusions need verification. The financial-institution ratio guide retains the unresolved trading-book boundaries and the conditions for an annual reconciliation.

Demonstrate distortion before seeking an alternative

Article 51(8)-(10) requires a verifiable basis and the applicable ZATCA approval or direction. Financial Services section 8.7, page 62 describes the impact comparison, proposed allocation factors and explanation of accuracy, and requires formal approval specifying the period before the alternative is used.

Approval can be for up to five years under Article 51(9); this is neither an automatic five-year term nor an unrestricted right to switch methods during approval. Correcting a cost-classification error is also different from changing an approved method.

Dariba illustration. Assume eligible input VAT of SAR 100,000: SAR 20,000 directly taxable, SAR 30,000 directly exempt and SAR 50,000 shared. A valid 40% default gives SAR 40,000 recovery. If reliable use evidence shows SAR 10,000 currently in the shared pool was exclusively taxable all along, correct attribution gives SAR 30,000 plus 40% of SAR 40,000, or SAR 46,000. This is a correction to the assumed attribution facts, not an approved new method.

If a separate alternative were formally approved at an assumed 50% for that remaining pool, recovery would be SAR 50,000. That further SAR 4,000 is contingent on justified method design and actual approval. These original Dariba figures do not establish typical savings, future annual gains or a right to reclassify shared costs to achieve a target. See alternative methods.

Review foreign services and group structures separately

Taxable services received from non-resident suppliers may require reverse-charge accounting; receiving exempt financial services does not create reverse-charge VAT merely because the supplier is abroad. Input entitlement remains a separate question. Financial Services section 8.3, pages 52-54 distinguishes these points.

Related companies are separate persons unless the relevant registered VAT-group treatment applies. Branches of the same legal person are different from subsidiaries. Article 18(1)-(3) contains specific rules and cumulative conditions for same-person and foreign-service arrangements; do not assume every cross-border recharge is ignored or automatically passed through under reverse charge. The guidance also discusses unmodified third-party services routed through a foreign establishment, which requires a fact-specific review against the controlling statutory scope.

VAT grouping requires its own current eligibility and application review. It does not itself make underlying exempt customer activity taxable or guarantee a higher recovery outcome.

Monitor capital assets, unpaid purchases and the correct periods

Article 52’s ordinary six-year movable/intangible and ten-year immovable periods are subject to the shorter-accounting-life rule. The review cycle starts with the acquisition tax period, and annual calculations compare actual use with original recovery. Qualifying later improvements and disposal/withdrawal events need their own analysis. See capital adjustments and property capital assets.

Article 40(10)-(12) separately addresses previously deducted unpaid purchases, the stated twelve-month interval, qualifying goods-financing exceptions and later payment. A supplier certificate is one condition of the exception, not the whole test. The input VAT overview sets out the timing and other conditions.

Finally, distinguish a later eligible deduction period under Article 49(8), a return correction, an annual adjustment and a cash-refund request. They do not share one universal five-year lookback or one automatic cash result. For a historic error, identify the actual period, tax effect and applicable correction route before promising a recovery amount.

Build the review around decisions that can be evidenced

We recommend a transaction map, supported cost pools, annual reconciliation, asset-monitoring schedule and separate list of unresolved arrangements. Review new products and changes to pricing, customers, contracting entities or use before they feed into invoices and VAT returns.

The purpose is to identify both missed entitlement and overclaims. Additional recovery is a consequence of correct classification, reliable evidence and the applicable method, rather than an amount selected first and justified afterwards.

Key takeaways

  1. A financial institution's name does not determine its output treatment or recovery percentage.
  2. Distinguish genuine asset supplies, financing, specific life-insurance provisions and separately supplied policy services.
  3. Current guidance recognises qualifying exported services that would be exempt domestically, subject to customer and benefit conditions.
  4. Restrictions and non-economic use precede direct taxable/exempt attribution and residual apportionment.
  5. ZATCA's bank Example 24 excludes new-loan principal and applies 40% only to shared VAT, giving a derived SAR 34,500 total deduction.
  6. Correct attribution is separate from an alternative method requiring the applicable approval or direction; savings are conditional.
  7. Foreign services, same-person branches and separate group companies need their actual statutory scope reviewed.
  8. Capital monitoring, unpaid purchases, later deductions, corrections and refunds do not share one universal lookback or cash result.
